For me, I only take a vacation as an S-day if it is actually an important day for me. If it's just a regular state holiday, I don't consider it an S-day. If I am taking a vacation to somewhere special, I'll try to stick to S-days a much as possible, but I don't deny myself anything unique to the vacation.
